I welcome the provision for agricultural services which is long overdue.

I very much doubt however whether they will succava in attracting an agricultural officer of the right stamp on the terms proposed, and I cant help feeling that it is rather a pity that the Hong Kong Govern- -ment should have contented themselves with accepting Mr.Flippance's proposals. Neither by training nor experience is he properly qualified to put forward proposals of this type and it would have been far preferable and relatively inexpensive had they calle in an outside authority to formulate proposals. The obvious person would have been the Adviser on Agricul -ture in the Maday States.
